With Al Gore visiting the twin cities of London and Oxford, we cannot imagine a better time to Launch the Social Entrepreneur Olympics. The game is to have got 30 gravity pursuits of social entrepreneur world champions into the public consciousness by 2012 as much as the top 30 sports.

All we need is love and courage to cheerlead cross-cultural creativity's waves:

The Livingstone has got us off to a great start; he has declared there will be no sporting Olympics in London in 2012 unless they are carbon free - turn up the heat on every politician since only photosynthesis innovations can produce clean energy of that sustainability magnitude. The role

Project Director, Pakistan
IRC is seeking a Project Director to implement the Post-earthquake Health Recovery Program in North West Frontier Province (NWFP) and Pakistan-administered Kashmir (AJK) in Pakistan. The project is for four years and focuses on achieving 3 main objectives:

1. Improving financial and human resource management and capacities to strengthen primary healthcare;
2. Improving of access to and quality of primary healthcare services; and,
3. Increasing communities’ demand for quality health services.

Job Summary
The Project Director is responsible for ensuring implementation in accordance with the cooperative agreement, USAID regulations, and internationally recognized health program standards. The Project Director will be the primary representational link with USAID staff. The Project Director will work closely with the USAID Mission to provide project updates, discuss strategies, obstacles, performance plans, and indicator success. The Project Director will liaise with USAID contracting officers, technical support staff and outside contractors. The Project Director will represent the project to all key stakeholders, government officials and donors at coordination and other related seminars and meetings. The Project Director will ensure that project initiatives adequately address the needs of the beneficiary population in the most cost-effective manner.

Responsibilities:
-Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;
-Prepare, in coordination with key project staff, strategic workplans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
-Manage the overall project by planning, monitoring and evaluating project activities in accordance with the cooperative agreement;
-Manage sub-agreement partners and ensure coordinated inputs and technical/managerial quality from all partners/collaborators;

3 Back in December 2004, I first read and published our white paper on the coming war between goodwill and badwill networks in Delhi. The consequences may take time to breathe but for example, I wouldn't have had 3 years to plan how to make my own way to the Gandhi peace changing alumni centenary in 2007 if I had not started at a place that wanmted to debate Global Reconciliation with all comers, of every creed and diversity of history. I would love to find a way of editing the equivalent for a forum in Pakistan to debate. Algaeworld is only one of 7 worldwide waves we forecast would hit everyone of the 6 billion biengs in the generation 1984-2024. It seems to us that it is time for all peopels to stnad up and unite in 30000 projects that resonate humanity as well as mapping how to overthrow the economics of the big gets bigger by a peoples economics which ultimately flows trade and trust through 2 million global villages (whether these are gravitated by a place's extreme coordinates or in a virtual world of elarning opportunities practised by communities that love what they are most experienced at enough to ensure it does not compound any exponetial externalities onto any other village (certainly not the world's bottom of the pyramid vilages whether their hemisphere is East or West, South or North.

I was posting this mail at The Cooperation -one of London's 5 collaboration villages for humanity. Apart from the reference to Pakistan's socila forum role, I would be particularly interested to hear local views of how to get city hubs of cooperation started and how to tailor the 5 village approach to big S.Asia cities

We realise that what amkes a hub ssutain deep community circles in London is different from eg Rio in Brazil, but we do need feedback however explorative on what obstacles a hub in Pakistan cities would face from birth upwards. It seems to us provisionally that Oxygen (not Gold) Class status to the world's emerging league of world class hubs can be best awarded to thos hubs that all citizens recognise as the safest multicultural meeting place in town

The future of the world - and the human race - if there is to be one after century 21 - depends on governing global sectors : collaboratively, transparently and sustainably (map the future's compound exponentials simply enough for all the world to hold communal debates to our open hearts contents)

The first test case of collaborating in humanity will be water worldwide as a human right. Because cleanwater is the number 1 ingredient of life as well as health, and because water waves are coulpled with other environmental waves of nature's evolutionary power, which at a global level of species promtion and extinction will always be more determinant than what beings race to do.

For a year between 2002 and 2003 the European Union, through its KM portal knowledgeboard.com encouraged a network of over 100 knowledge angles to open space. They did this paying their own way to dialogues in London, Berlin and Luxembourg. Though knowedleg economics were integrated into tese debates it was also agreed that a thriving community of not for profit cases and explorations into ways to narrow global divides was the way to ensure that knowledgeboard sustained the most open of professional dialogues. Over a thousand of man days were volunteered by this the knowledge angels network who were encouraged to tender for minimal funds needed so that thousands of knowledge angels could host meetings all round Europe in small cafes as well as larger open spaces. Then their proposal was not only turned down by Brussels but the area in the KB portal where they had been encouraged to co-edit news was prevented from starting new discussion threads.

So before knowledge angels (a name the EU coined for transparent and meta-professional networking in 2002) were destroyed by apparently frightened bureaucrats (or self-centred "piecemeal expert" academics lobbying) the European Union from 2003 on, we started some far reaching debates on sustaining water and life. We have transferred extracts of these here for posterity or as long as google's blogger permits us to propagate this do no evil wave.

The last quarter of 2005 has positioned the Water Portfolio for significant growth in 2006. We are pleased to announce that we have received a four-year, $3.9 million grant from the Bill & Melinda Gates Foundation to support the provision of safe and affordable water and sanitation services to underserved populations in the developing world. Acumen Fund will use the grant to establish a mechanism for financing market-based water and sanitation projects in countries such as India, Pakistan and South Africa. The Water and Sanitation Funding Facility will provide loan guarantees and technical assistance to enable access to commercial finance for projects that serve low-income populations. This will allow local communities, entrepreneurs and financial institutions to take an active role in addressing water and sanitation challenges. This grant will also allow us to increase the capacity of the Water Portfolio team, and to engage financial institutions as partners in the challenge to deliver safe and affordable water to the bottom of the pyramid. Early in 2006, Acumen Fund Portfolio Manager Yasmina Zaidman, Country Manager Varun Sahni and COO David Kyle will visit India to secure key banking partners, recruit an Associate for the Water Facility, and identify top investment prospects. Low-Cost Drip Irrigation — An innovative and affordable design for farmers in India International Development Enterprises (India)’s for-profit sales arm, Global Easy Water Products (GEWP), has reached over 11,000 farmers since Acumen Fund’s investment, and has expanded its dealer network to 160 dealers. The management of GEWP has been in discussions with a citizen-based organization in Pakistan that serves the Thar region about introducing drip irrigation for small-scale farmers, and leaders of both organizations have visited each other to explore a pilot project.

I have never understood what eg the Gates Foundation does with its bilions being someone who seeks to understand what people with microfinace grassroots budgets. Its not that I or we want money from big foundations but it would be nice if one day a year they opened theor doors to a jam (like habitatjam.com) in which people could log up questions, and then with much more time they could choose which were worthy of a worldwide answer.

Bringing this back to Pakistan, whilst searching the gates Foundation web on another mater, I tripeed to a section which said we also have facilities for special emergency releif cases . Below the content from this GF bookmark. My question would be:

Emergencies, both natural and man-made, tend to have a greater affect on the developing world than on developed countries. Often it is women and children who are most in need of assistance.

The Challenge

Each year, millions of people suffer as the result of emergencies:

Sudden natural disasters such as disease outbreaks, earthquakes, floods, fires, volcanic eruptions, hurricanes, and cyclones
Disasters that develop more slowly, such as drought and famine
Man-made disasters principally caused by conflict, such as civil wars
Natural and man-made emergencies tend to affect developing countries more than industrialized countries. For example, in 2001, 24 major armed conflicts occurred in 22 countries. All but three were intrastate, and most were located in Africa. In 2002, there were 424 natural disasters, causing 12,000 deaths and affecting 608 million people. And, since 1990, conflicts have been responsible for 3.5 million deaths and millions of injuries.

During emergencies, it is crucial to respond quickly to meet basic needs for clean water, food, shelter, sanitation, and emergency health care. Through one-time grants made to major, established international relief organizations, the foundation aims to:

Respond quickly to provide for basic needs
Minimize the emergence of disease or other disaster-related complications
Reduce the further displacement of people by providing assistance such as food and shelter
The Hope

The foundation makes grants to strong and reputable organizations to help countries recover from disasters. We focus on funding projects that have the potential to significantly improve a disaster situation through:

Delivering food and other essential items to those affected by disasters
Providing health services related to the emergency, with a focus on child and reproductive health
Improving or restoring water and sanitation services
Using health interventions to prevent outbreaks of disease

$750,000 each to Save the Children Federation and CARE, and $500,000 each to the International Rescue Committee, World Vision, and Mercy Corps to provide emergency aid in areas affected by the earthquake-generated tsunami in Asia (December 2004; grants for tsunami relief total $3.5 million)

Here are more details on US business leaders et al nominated to coordinate support for Pakista, apparently annoucded about 9 November:
The five private sector leaders are: Hank McKinnell, Chairman and CEO of Pfizer Inc and Chairman of Business Roundtable; Jeffrey Immelt, Chairman and CEO of GE; Anne Mulcahy, Chairman and CEO of Xerox Corporation; Sandy Weill, Chairman of Citigroup; and Jim Kelly, former Chairman and CEO of United Parcel Service of America.

These private sector leaders will reach out to the American public and American business to urge contributions to the Fund through a special web site, www.southasiaearthquakerelief.org . They will also serve on an Advisory Committee, which will include Andrew S. Natsios, Administrator of the U.S. Agency for International Development, and Moeen Qureshi, former Prime Minister of Pakistan, that will determine which organizations and projects will receive the money raised by the Fund. The Advisory Committee will ensure that experienced relief agencies working on-the-ground receive resources for critically needed relief and reconstruction activities.

13 Dec Charlie Rose interviewed 2 heads of Industry (from pharma company Pfeizer and Xerox) on their return from seeing the human struggle for survival after Pakistan's earthquakes.
While the stories of individual heroines (eg nurses from USA getting on a plane to Pakistan so as to volunteer their services) it was unclear in spite of the moving commitment of the 2 CEOs what corporate America was going to do this side of the dire winter that is already descending on the peoples of the quaked mountains.
I invite anyone who knows of what corporate America is doing to provides us with the detailed links; conversely anyone who's been in the quaked areas to clarify what help is needed first. Just a note to remind me that I am deeply interested to discuss grassroots network maps with anyone. I had somewhat tidier ideas than tyhese before the google wiping, but do you get the gist.

There are lots of viral and other waves that go beyond borders and whioch the top cannot help prevent unbless there they wholly loop in with a grassroots correspondence network for the context concerned. Given that grassroots nets would leverage the capability hi-tech's foundations brought to the net, I can't really understand why none of them seems to be involved in this area. What am I missing?

The Cooperation grassroots map needs an interlocal correspondent network to flag and update the problem/query, and expert panels to openly reply. The same idea could be used inter alia to stop the spread of HIV- though here local surveys would be needed to code the type of intimacy of spread risk of which there are at least 100 cultural varieties explaining why top-down communications always misses the actual prevention need. It would seem too from recent disasters of the wave kind be these mountain or sea earthquakes that a variant of the map woul connect grassroots people through the stages of prevention, urgent alert, urgent response, reconstruction. I would have thought grassroots cooperation maps were a natural for www.google.org to get into because that would leverage their technology -anyone here able to get the idea on google's desks, or do we need to plexx or people's world it?

As a regular shopper at Amazon.com and someone who has donated to the relief efforts for the Indian Ocean Tsunami and Hurricane Katrina relief efforts through your Web site, I am very disappointed to see that there is still no button to donate for South Asian Earthquake relief efforts.
The earthquake which struck South Asia on October 8, 2005 has left nearly 90,000 dead and more than 70,000 injured. The three million homeless survivors, many of whom are young or elderly, are still in desperate need of shelter, food, and medical assistance as they struggle to survive the onslaught of a brutal winter with subzero temperatures and snowfalls of more than ten feet. The first deaths from pneumonia and hypothermia have already occurred. Thousands more could die. The time to help these victims is running out quickly.
The United Nations and private aid agencies have repeatedly highlighted the shortfalls in emergency relief funding. Only about 40% of The $550 million U.N. Flash Appeal has been funded to date. The UN's World Food Programme (WFP) has received only 36% of the funding it needs to help feed the 2.3 million survivors who are dependent on food assistance. The UN's International Organization for Migration (IOM), which is providing winterized tents and other shelters, has received only 16% of its required funding. This is a deplorable situation.
Amazon.com has done great work before and Amazon.com shoppers have frequently demonstrated their commitment to humanitarian causes. With a record number of shoppers visiting your site for the holidays, this would be the perfect time for you to put a donation button on the Amazon.com home page and let the power and empathy of Americans be felt in another grief-stricken part of the world. In fact, there is no reason why this donation button should not appear on all of Amazon.com's international sites.
There are many reputable aid agencies working on the ground. Apart from directing shoppers to the WFP and IOM directly, Amazon.com can point them to Mercy Corps, CARE, IRC or Save the Children, all of which are doing incredible work in the field.
Thank you for your time and I hope that Amazon.com will do the right thing. As the U.N. Secretary-General said: “There are no excuses…. If we are to show ourselves worthy of calling ourselves members of humankind, we must rise to this challenge. Our response will be no less than a measure of our humanity."

I do think that empathy (or the lack thereof) is a key issue.
"Donor fatigue" is on its way to becoming as much of a euphemism in the media as "collateral damage". It's a convenient way to disengage from the issue. However, to be fair, media awareness of the issue has improved since mid-October.
Government contributions have been far less than expected. It's remarkable how difficult it has been to fund the $550MM U.N. Flash Appeal. The U.N. has also been the victim of politics in this situation. Alex Renton from Oxfam has written about the U.N. funding crisis here.
Political representatives do take notice if their constituents communicate with them. That is one way to get governments to do more.

I would respectfully disagree with Ali in his view about donor fatigue. Donor fatigue is a description of the disengaging from giving where people have already given all that they are prepared to give in a given time period. There is an endless amount of giving a person can do in this world to help alleviate suffering and to help make things better for the occupants of this earth. But we have had three major disasters in a relatively short amount of time, and that wears on some donors.
FWIW, I gave to AmeriCares in support of their Pakistan earthquake related efforts. But I can see how donors could be burned out.

I completely agree with Ali. This raises, of course, the reasons why TV coverage has been so meagre. These might include:
difficulty in physically accessing the worst-hit areas. Contrast Aceh, for instance, where access by sea was relatively straightforward.
media failure (in consequence?) to understand the scale of the disaster
tendency to over-localise the problem: why send a TV crew to cover a small corner of a small country like Pakistan? (thereby compounding a series of misconceptions!)
lack of Western holidaymakers: nothing immediate and all-too-easy on which to hang a Westen media story.
few obvious images of disaster (a whole region laid waste and reduced to rubble is less photogenic than say a fishing boat "parked" in a suburban street or a building with single large piece missing
the perennial media confusion about the difference between the public interest and what the public are interested in. Not remotely the same thing of course, but almost a tenet of professional faith to some journalists!
and could there be just a smidgeon of prejudice against featuring in a sympathetic light an overwhelmingly Islamic country, albeit a fairly secular one?
I probably suffer as much as anyone from 'emphathy fatigue' -- there is a lot of misery in the world and its hard to feel hopeful about whats going right when the number of things going wrong seems to be growing faster and faster. HOWEVER, i think there are things to make us hopeful amongst the suffering, so I thought I would point folks towards some goodness.
The North Face (an outdoor retailer, and in full disclosure, one of my company's corporate partners...) ran a gear drive and raised 5 tons! of tents, jackets, sleeping bags, etc for the victims of the earthquake. Gear coming from regular consumers. (The company also donated their own products, but I think 5 tons of gear from regular people is pretty amazing). Through a partnership with the network of volunteers across the US they shipped them to Kashmir. The North Face also sent a troup of athletes, familiar with the region and terrain to take the gear into the mountains and get it distributed.

Our primary area of concentration — in northern Pakistan’s Allai valley — remains accessible only by helicopter, allowing us to deliver roughly 250 tents per week toward our goal there of 3,000 before winter arrives at the end of November. Donor fatigue jeopardizes quake victims "Relief - South Asia finds a public tapped out by the tsunami and Katrina"
I am currently interning at a nonprofit organization called GlobalGiving. We have been actively responding to the earthquake in Pakistan in several ways and we could use your help. Several locally run NGOs, who are active GlobalGiving users, contacted GlobalGiving describing the horrible devastation caused by the earthquake and asked that projects be posted in our online marketplace to help fund their relief efforts. These NGOs are helping earthquake survivors by providing shelter, medical supplies, blankets, food and anything else that victims need to survive the harsh winter that is fast approaching. As mentioned in previous posts, donations for this disaster have been relatively low compared to the outpouring recently to victims of Hurricane Katrina and the Tsunami disaster. These locally run NGOs are in desperate need of funds so they can continue their relief efforts. 11/21/2005 Saudi Arabia is top donor at international donors conference for Pakistan
Saudi Arabia and the United States topped the list of donors at the international donor conference held in Islamabad to raise funds for the reconstruction of earthquake-devastated Pakistan. The Kingdom pledged US $573 million, while the United States pledged US $510 million. Both countries also mobilized the private sector to raise funds and aid the tens of thousands affected by the October 8 quake. Saudi Arabia announced US $153 million in grants and another $187 in concessional loans. A nationwide fundraising campaign underway in the Kingdom has also raised more than US $120 million to date.
Pakistani President General Pervez Musharraf said his country is extremely grateful to the international community for its generous assistance, especially Saudi Arabia and the United States.
Just to let you all know we (Architecture for Humanity) are working with Arup engineers, the AIGA, our regional chapters in Boston and Minnesota, NESPAK and a number of on the ground NGOs to develop earthquake resistant rebuilding techniques.

A couple of weeks ago our assessment teams returned from the Kasmir border and another is going out next week - as you know the reports are bleak. Last Thursday we announced an open call for ideas for earthquake resistant housing schemes that will help empower communities on the long-term reconstruction effort. Designers have until January 20th to put together schemes that utilize local materials and technology. More technical details and criteria are being assembled by Arup engineers and will be on the Architecture for Humanity website in the next week.
Once ideas are collected and reviewed a number of schemes will be developed into pictorial form and collated into book/pamphlet for distribution throughout the Kashmir region.
As luck would have it, I happened to win the Target/RISD Emerging Designer of the Year award last week and donated 1/2 the winnings to our Katrina work and the other 1/2 to this initiative.

Someone on PakTribune Forum was asking exactly the same thing a week ago. It appears he ended up donating via Islamic Aid but this may not have been via Paypal. His name is Ya'akov and his messages are twice on 9th Oct. I don't think it will help you much, but it gives an inside view of opinion about the extent and responses to the disaster.

I was taken aback this morning when I heard that 4 people who had flown to Pakistan from the Saarland (THW workers) were actually so traumatized by the experience that now require psychological therapy. That means thousands of hospitals and schools ; government buildings and water systems ; major roads and transport.

I have remembered / rediscovered that AmeriCares now accepts Paypal. They have airlifted medical supplies to Pakistan, they say that 98% of all funds goes to relief efforts, and they have a dedicated Pakistan Earthquake Relief Fund.

Different phases of earthquake relief:
« Emergency ». Something like the step before the Long Haul: Addressing long-term needs of disaster victims.
To be really complete, there should be a third one: the intermediate period. My wife who is architect has written a memory about the different solutions for managing this particular period that is often neglected. Lots of people and NPOs take care of Emergencies, and the long term reconstruction, but very few people are really thinking about the period between that can be years and years. Concrete example with Pakistan: the emergency call is (not enough) heard: UN, NATO, Red Cross etc. The Politics and businessmen are probably still debating about the reconstruction of schools, hospitals and houses… (the big business). People are currently in shelters (tents), and they are going to stay here for months and probably years before having an hypothetic real habitation. This period is a critical period because it’s bad for these traumatized populations to stay in tents and in refugee camps with all the dark sides of refugee camps (rapes etc.).
The case of Pakistan is one step worst than refugee camps in Tsunami area or Africa because it’s in mountains and winter is coming…

I think that Reuters and the UN's ReliefWeb give the most frequent and reliable updates.
You will note that both sources refer to the disaster as the South Asia Earthquake. This is not just to avoid politicising a sensitive border region, but in recognition of the fact that although the impact of the earthquake has fallen overwhelmingly on Pakistan, and it is in Pakistan that the situation remains so critical at the present time, but areas of India and Afghanistan (and possibly China??) were also affected.
In India alone the loss of life exceeds the confirmed figures for deaths associated with Hurricane Stan in Guatemala and is twice that resulting from Hurricane Katrina.
I really really REALLY don't understand why Google and Amazon.com have not showcased this and put up donation bars as they did for Katrina and the Asian Tsunami. I don't get it. The organization I work for is one of the many organizations the Omidyar Network supports. Ashoka: Innovators for the Public, supports the work of social entrepreneurs – extraordinary individuals with innovative ideas for change. We support over 1700 social entrepreneurs (Ashoka Fellows) all over the world and have many working in Pakistan. We have been working with a few of our Pakistani Fellows whose work is specifically related to disaster relief and mitigation, to coordinate their relief efforts in the region. Here's the latest on the situation and their work:
One of our Fellows, Abdul Waheed, whose home village lies in the mountainous area of NWFP that stretches from Battagram to Shangla has taken the lead in relief efforts. More than 3000 villages scattered in the hills pose a particular challenge to traditional international and national relief agencies. Waheed sprang to action immediately, sending more than 100 volunteer teams and relief goods worth over Rs.17,00,000 (US$28,333) to the most affected areas. Ashoka Fellow Shaukat Sharar in NWFP is also creating impact in guiding volunteers and assessing shelter conditions (for a profile of Sharar visit http://www.ashoka.org/fellows/viewprofile3.cfm?reid=97402).
The Ashoka Pakistan office is coordinating with other Fellows for a medium term (Nov 05 – Apr 06) plan. For immediate relief, Ashoka Pakistan’s strategy is to directly contribute to current relief operations and help relief reach remote regions. For this purpose, raising volunteers and raising transportation cost is important.
Fellows like Abdul Waheed are well placed to have impact on relief efforts. In his community, Waheed’s work to systemically shift systems of learning has already mobilized a wide range of individuals. Over a two-year period, Waheed has motivated the managers of 100 madrasahs in different localities of Karachi to introduce wide-ranging management reforms, including accepting management help from people in the neighborhoods and converting boarding schools to day schools. At the same time, these schools are adding the Urdu language, mathematics, English, and computer skills to their curricula.
Waheed searches for and selects residents in a madrasah neighborhood who will volunteer to come to the madrasah either to teach or contribute to management reform and fund-raising or both. Waheed is preparing to expand to 200 more schools in Karachi, and his organization, Bright Education Society (BES), is preparing an even larger-scale madrasah reform program by creating a teachers' training program and support for curriculum development. The death of distance future history we wrote in 1984 (the final book of a trilogy whose first 2 episodes were published as surveys in The Economist 1976 1982 ) predicted the next decade would revolve round reconciling this risk. In a networked age the people at the top are not as smart as connecting what we could all observe, question, collectively knowledge work around.

If this decade 2000-2010 fails in this globalisation reconciliation, 1 we will have failed our children's generation and started mankind's destruction of the earth. August 05 - Sarajevo's story from Paul -Thank you. I have been here for three days. It is one of the most intense places I have ever been. Sarajevo is itself exquisitely beautiful, with architecture dating from the Ottoman and Austro-Hungarian empires while at the same time everywhere the scars of war are evident. Also, everyone has a story of pain. Together, it is almost too much to bear. The task of reconciliation is certainly a massive one!

Appreciating other's places

I have been piloting this systemic construct's components for quite a long while now, and feel confident enough to expose it to your advice. Doubtless it needs huge improvement. I have long believed an open networking world needs a whole new atlas to take economics above zero-sum extraction - our dream journey begins at global university with helping people to develop a different map for every humanitarian agenda that replicates globally but requires active resolution locally.

Oddly, as I begin to network professionally with sustainabilty investment analysts - defined to be those whose prime concern is mathematically quantifying future exponentials - I believe that service and knowledge community businesses could learn from this paradigm too. Sep 16, 2005 — President Bush said Friday that the Gulf Coast must be rebuilt with an eye toward wiping out the persistent poverty and racial injustice plain to all in the suffering of the black and the poor in Hurricane Katrina's wake.

"As we clear away the debris of a hurricane, let us also clear away the legacy of inequality," Bush said during a national prayer service with other political leaders and religious figures from the affected region at the National Cathedral."

"Katrina, perhaps, she has done something to this nation that needed to be done," Jakes said. "We can no longer be a nation that overlooks the poor and the suffering, that continues past the ghetto on our way to the Mardi Gras."

Bush, faced with continuing questions about whether help would have been sent more quickly to the storm zone if most victims had not been poor and black, echoed those themes in his brief remarks.

"Some of the greatest hardships fell upon citizens already facing lives of struggle, the elderly, the vulnerable and the poor," he said. "As we rebuild homes and businesses, we will renew our promise as a land of equality and decency and one day Americans will look back at the response to Hurricane Katrina and say that our country grew not only in prosperity but in character and justice."

The Washington Post of Sept 11 carried a complete calendar of breakdowns between all major organisations in the first 2 weeks of Katrina's disaster. Even more clearly than the tragedy 4 years earlier, this shows how the prosperity of human beings everywhere is declining unless we can learn to value transparency as the new vital dynamic of our networked globe and communities everywhere.

The news out of New Orleans is getting harder to believe every hour. The world's only superpower seems to have lost control of the situation. Thousands of people are still stranded without food, water or medicine. Tens of thousands more homeless.

Lawlessness is spreading around the city with police and national guard trying to control things but ambulances and rescue helicopters have been shot at by armed thugs. Those stranded at centres like the sports stadium are in appalling conditions with grim sanitation and supplies. There are attempts to get a few thousand people a day out of the city as the Mayor has ordered the forced evacuation of everyone, but it is pitifully slow and the people have little or nothing to go to. As for the bodies - there is still no reliable estimate of those dead. But now the Mayor and a senator have put it in the thousands.

People are starting to ask whether or not the warning and evacuation was mishandled. If people are being forced to leave now then why not at the weekend before Katrina struck? And there are increasing voices emerging about the warnings that were ignored.

Federal funds were denied to strengthen the levees. Was America so obsessed with fighting terror that it forgot what homeland security really means? And does the demographic breakdown of those worst hit - predominantly poor and black have anything to do with how little was done to help them?

It is worth noting that George Bush's new chief of Homeland Security was out launching September as National Preparedness Month. You couldn't make it up. --------------------

We need Greyhound Buses form everywhere, they offer a few school buses. There's too much small thinking- I am saying this may the biggest catastrophe ever seen in a modern American city. the tragedy in New Orleans will become apparent:

1. After 9/11 the Federal Emergency Management Agency shifted from 75%
of its efforts being focused on natural disaster planning, preparation and drills to 75% being terrorism event reaction grants administration and terrorism event planning and preparation. Despite what one might think, there is little overlap between the two kinds of events. There has been a major departure of experienced FEMA managers with knowledge in natural disasters due to the focus on terrorism, and their replacement by terrorism experts.

2. All across the US there is a terrible lack of coordination in issues related to flood control projects between the Federal, state and local government. There is also a lack of coordination between the construction of projects and their day-to-day operational management. In particular, in Louisiana is up to local officials to decide if volunteers will be recruited to stay in flood control stations when
major storms approach, at the risk of of the volunteers dying if the stations are destroyed. New Orleans did not ask for such volunteers.
Adjoining suburban areas did. The volunteers in adjoining areas were able to activate back-up generators and keep pumps working that
helped to avoid catastrophic flooding in the suburbs. In New Orleans the stations were unmanned. The power went out -> the pumps went off ...

3. There had been proposals for over 20 years to build stronger flood control stations and barriers in the New Orleans area. It was not supported by short-term taxation logics.

4. The evacuation plans were all designed on individuals and families driving their own cars out of New Orleans. No consideration was made
for the approximately 20% of the city that was dependent on public transportation. No one with knowledge of public transportation usage
was involved in designing the evacuation plan until it was very late.

In 2002, The New Orleans Times featured a 5-part award winning series written by John McQuaid & other journalists: Surging water is a huge threat to New Orleans. The Red Cross says that there will be a very high death toll if a levee breaks unless all citizens are evacuated in time- something more than likely if a category 4 hurricane hits New Orleans directly. Update CNN Sept 2 interview with McQuaid: the response we needed to this problem requires sustained attention and investment from every level of authority. Clearly that response was not achieved within the 3 years since this report.

UK Channel 4 Sept 5: This is the biggest displacement of people since the American Civil War and it must have political consequences as the people are being scattered across the US.
